You would think that a "full" version might at least mimic the functionality that is available on the web. There are no controls for transparency and scaling is strictly limited to proportional mode which severely limits customization. It would also be nice to allow some basic editing functions like erase, pencil, smudge, and filters would be a nice enhancement. At present, it is not even close to being worth $3.99.
