Every time I return from viewing a post, it returns to the top of the initial home page

Why can’t I delete all Photos at once? Why deleting photos in Google Photos it also deletes my photos from my device? Why can’t all photos be restored to our device at once? Photos from my iPhone can not be seen by my iPad , and vice versa, even though they are on the same google account, and background sync is on everywhere.
