I keep trying to open the app since the morning and it keeps saying to re-download but every time I press it it just gives ,e the option to open it and it's just a cycle

I have been experiencing loading issues, the games loading is stuck on the second loading bar "lunching game: 4%"" and does not load or open I've spent so much money on that game
