You can use their services as much as you can. But once you have an issue, you will find anyone to talk to. Also, they support scammer merchants in a way or another, so If you are going to raise a case against a scammer, I guarantee you that you will lose the case. Because PayPal will not defend you against a scammer who is generating money for them.
